Every child of the age of five to sixteen years regardless to Sex, Ethnic, Religious and race shall have a fundamental right to free and compulsory education in school. It is therefore, necessary to define standard and norms for the school. A school should have a proper building with basic facilities and proper teaching staff to run.
The proposed amendment in section 10 requires private schools to submit annual compliance report, to Education Advisory Council, of the statutory proportion that they are required to maintain with respect to the admissions of disadvantaged children into their schools. In section 16 it is proposed that those parents who fail to cause a child to attend a school shall also be subjected to a counselling session by the school management committee before parent liable to be convicted and punishable with fine or imprisonment.
